What is a Petroleum Licence?

A Petroleum Licence is an official approval granted by PESO (Petroleum and Explosives Safety Organization) for the storage, transport, handling, or sale of petroleum products like: Petrol, Diesel, Naptha, LDO, Solvents, Aviation fuel, Other inflammable liquids.

Petroleum means any liquid hydrocarbon or mixer of hydro carbons, and any inflammable mixture (Liquid, Viscous or Solid) containing any liquid hydrocarbon.

Without this licence, storing petroleum beyond permissible limits is illegal and punishable by law.

Threshold limit 30 Liters

CLASS - B

23°C - 65°C
Threshold limit 2,500 Liters

CLASS – c

65°C - 93°C

Petroleum Rules

Rule 3
No person shall deliver or dispatch petroleum to anyone in India not holding a storage license.
Rule 4
Containers exceeding 1 litre in capacity for petroleum class A and 5 litres in capacity for Petroleum class B or C shall be of a type approved by the chief controller.
Rule 5 & 6
Container shall be constructed of – for petrroleum clasa A – tinned, galvanised or externally rust proof sheet iron or steel for petroleum class B and C – steel or iron.

Section 8

No Licence needed for import/ transport or storage of petroleum class A not intended for ‘sale’, if the quantity in possession of a person does not exceed 30 liters). However, such quantity of petroleum class A not requiring licence shall be kept in a securely stoppered receptacles of glass or stone ware (of capacity not exceeding 1 liter) or receptacle of metal (capacity not exceeding 25 liter).
